AN ORDINANCE SECTION 219 OF THE CITY CODE BY ADDING CLAUSE "a", ENTITLED <br /> <br />SEC. 219a POLICE EXAMINING BOARD. <br /> <br />The Mayor and the Police Committee of the City Council are hereby constituted <br /> <br />police a Board of Police Examiners. The said Board shall on the fourth Thursday in <br /> <br />August,1910,and on the fourth Thursday of August in each year thereafter, and at <br /> <br />such other times as the Board may ordain, hold a written examination for all <br /> <br />applicants for appointment to any grade of police service. Ten days notice of <br /> <br />such examination shall be given by newspaper publication, The examination shall <br /> <br />consist of at leat four blocks of five questions each and each block shall <br /> <br />be valued at 25; the questions to be chosen with a view to testing the applicants <br /> <br />good sense and discretion and his knowledge of the City Charter, the City <br /> <br />ordinances and such legislative provisions relating to cities as are reprinted <br /> <br />in the Charlottesville City Code of 1909. All applicants whose papers grade <br /> <br />75 or more shall be listed as eligible for police service, and all appointments <br /> <br />or elections of policemen of any grade shall be made from this list. <br /> <br />(The provisions of this section shall not apply for the present year, to any <br /> <br />member of the present police force who has served for four years or more as a <br /> <br />policeman of this city. <br /> <br />Adopted by the Council August 11,1910. Presented and approved Aug. 13, 1910. <br />Presidnet Signature Mayor Signature. <br /> <br />AN ORDINANCE AMENDING SECTION 369 OF TNF CITY CODE ENTITLED <br /> <br />SEC. 368. PRIVIES,ETC.--WHEN CLEANED. <br /> <br />a. The cleaning of closets or privies within th.c city linits Shall be done <br /> <br />exclusively by or under the direction of the department of Streets, & Sanitation, <br /> <br />and that it shall be unlawful for any private person to contract to do said work <br /> <br />through or by any private citizen. <br /> <br />b. The said closets or privies shall be properly cleaned and disinfected by said <br /> <br />department , and the excrer:ent from said closets or privies shall be removed in <br /> <br />sealed barrels or other covered receptacles and disinfected by said department or <br /> <br />under its direction, and deposited or disposed of at such place and in such manner <br /> <br />as shall be dictated by the Mayor and Board of Health. <br /> <br />c. A charge of seventy-five cents per quarter shall be made upon the occupant <br /> <br />of each of the premises whereon a closet or privy is maintained and used which <br /> <br />charge shall cover the expense of said department for cleaning and disinfecting <br /> <br />each closet or privy and removing the excreta, the: said charge or fee to be paid <br /> <br />by the occupant to the City Treasurer at the beginning of each quarter. <br /> <br />d. The closet or privy shall be cleaned and disinfected and the excreta removed <br /> <br />and disinfected as provided in clause b not less than once in two weeks in summer <br /> <br />and once in four weeks in winter. <br /> <br />e. Any person or persons exercising the privilege of maintaining said closets or <br /> <br />privies who shall refuse to pay the fee or charge in the manner set out in this <br /> <br />ordinance,or who, having paid the fee, fails to report to the Mayor any neglect of the <br /> <br />acavenger toerform his duty as defined in clause "d" shall be guilty of a <br /> <br /> misdemeanor and upon conviction thereof be fined not more than $10. <br /> <br />This ordinance shall be in force on and after October 1,1910. <br /> <br />Adopted by the Council Sep.8, 191O.
