AN ORDINANCE

<br />BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF CHARLOTTESVILLE, THE BOARD OF
<br />
<br />ALDERMEN CONCURRING, That Sec. 12 cf the City Code entitled "Standing Committees:
<br />
<br />How appointed: Expenditures of" be amended and reenacted to read as follows:
<br />
<br />SEC.12. STANDING COMMITTEES HOW APPOINTED: EXPENDITURES OF.
<br />
<br />The business of the City of Charlottesville shall be transacted through and by
<br />
<br />Committees of the respective bodies, except as otherwise legally provided by law.
<br />
<br />There shall be eight (8) committees whose names, powers and duties shall be hereinafter
<br />
<br />set forth. Each committee of the Board of Aldermen shall be composed of one member
<br />
<br />of said board, and each committee of the Common Council stall be composed of two
<br />
<br />members of said Council, except that the Finance, Committee of the Board of Aldermen
<br />
<br />shall be composed of the President and one other member, and the Finance Committee of
<br />
<br />the Common. Council shall be composed of the President and two other members.
<br />
<br />The Presidents of the respective bodies shall, as soon as convenient, appoint
<br />
<br />such Committees who shall continue in office for the term of the said Board of
<br />
<br />Aldermen and Common Council, provided, however, that the presidents of the respective
<br />
<br />bodies shall have authority to cl-ange the membership of the said committees for their
<br />
<br />respective bodies during said term in filling vacancies, or otherwise as necessity
<br />
<br />arises. The said respective committees acting together and jointly are hereby
<br />
<br />authorized to expend from time to time out of appropriations made for their department
<br />
<br />sums of money not exceeding $200. for work to be done in their respective departments
<br />
<br />without special authority from the Board of Aldermen and Common Council for such
<br />
<br />expense. Any and all expenditures made by said committee shall be reported to the
<br />
<br />Board of Aldermen and Common Council at the next regular meeting of said respective
<br />
<br />bodies. All vouchers for expenditures made by such committees, or for expenditures
<br />
<br />made by special authority of the Board of Aldermen and Common Council, shall be approved
<br />
<br />by the chairman of the committee in whose department the expenditure is made.
<br />
<br />The desination, classification, power, duties, etc, of which said committee
<br />
<br />shall be as follows:
<br />
<br />No.1.FINANCE COMMITTEE. All matters relating to the finances, assets, liabilities,
<br />
<br />revenues, and all claims and all unsettled demands, shall be referred to this committee.
<br />
<br />#2. STREET COMMITTEE: All matters concerning the streets and bridges, the laws and
<br />
<br />regulations affecting the same and all matters relating to the sanitary condition of
<br />
<br />the city shall be referred to tris corTritt ee.
<br />
<br />#3. WATER AND SEWERAGE COMMITTE: All matters relating to the control and management
<br />
<br />of the city water works and sewerage system, pumps, fire plugs, reservoir, water
<br />
<br />supply and rules, all rules and regulations and revenue and expenditures connected
<br />
<br />therewith, shall be referred to this committee.
<br />
<br />#4. GAS AND LIGHT COMMITTEE: All matters concercering the gas works and light of the
<br />
<br />city, all rules and regulations and revenue and expenditure connected therewith, shall
<br />
<br />be referred to this committee.
<br />
<br />#5. GROUND AND BUILDING COMMITTEE: All matters pertaining to tre public ground and
<br />
<br />buildings of the city, and the erection of buildings within the fire limits of the
<br />
<br />city, shall be referred to this committee.
<br />
<br />#6. ORDINANCE AND RULE COMMITTE: All general ordinances, or admendments thereof,
<br />
<br />shall be referred to this committee for examination and report for the passage thereof.
<br />
<br />#7. CEMETERY COMMITTEE: All matters pertaining to the ceneteries of the city, rules
<br />
<br />and regulations for the burial of the dead, and all revenue and expenditure connected
<br />
<br />therewith, shall be referred to this committee.
<br />
<br />#8. PUBLIC SAFETY COMMITTEE: All matters pertaining to the policing of the city
<br />
<br />to the fire department of the city; to the poor of the city, and to the health of the
<br />
<br />city, shall be referred to this committee.
