<br />4. No person licensed to operate a veloicle under this ordinance shall himself or
<br />
<br />through the agency of another, make any contract for the hire or use of the vehicle on
<br />
<br />or along the route for which it is licensed, whether his sign be displayed or not
<br />
<br />other than the usual contract for transportation at the usual rate of fare.
<br />
<br />5. Such vehicle shall be operated only by persons over sixteen years of
<br />
<br />shall have received the written permission of the mayor after examination
<br />
<br />receipt of other satisfactory evidence of his ability and knowledge.
<br />
<br />6. All vehicles licensed and operated under the provisions of this ordinance shall be
<br />
<br />subject to and required too conform to the laws regulating street use and automobiles
<br />
<br />and ushe other traffic regulations as exist or may exist except so far as they are
<br />
<br />in conflict with the provisions herein, and in addition thereto shall conform to the
<br />
<br />following regulations; The number of passengers carried in a vellicle shall net exceed
<br />
<br />its licensed capacity by more than one passenger, except in case of children for whom
<br />
<br />no charge is made, when the capacity may be exceeded by two no passengers shall ride
<br />
<br />on the running boards, doors, or other portion of the vehicle not intended for a
<br />
<br />passenger seat, the interior of such vehicles, while in operation between one hour
<br />
<br />after sunset and one hour before sunrise, shall be lighted in such manner as may be
<br />
<br />designated by the mayor.
<br />
<br />7. The Mayor, Chief of police or any person duly autnorized by them shall, in cases
<br />
<br />of emergency, such as fires, accidents, street parades, obstructions, defects in streets
<br />
<br />etc., have power to divert such vehicles to such other streets or blocks than their
<br />
<br />accustomed routes, as will in his discretion best serve the public.
<br />
<br />8. The owner or lessee of a vehicle having a license to operate it
<br />
<br />complied with the State license laws, temporarily substitute fur it
<br />
<br />of the same seating capacity, provided a description of such vehicle shall be filed
<br />
<br />with and approved by the Mayor.
<br />
<br />9. The owner or lessee of a vehicle having a license to operate it under tris ordi-
<br />
<br />nance, and the agent of any such owner ur lessee, violating any provision of the
<br />
<br />ordinance shall be fined not less than $5. nor more than $100. for each offense, and
<br />
<br />each day or part of a day shall constitute a separate offense. Any fine so imposed
<br />
<br />shall be recoverable before the police, justice of Charlottesville, and upon conviction
<br />
<br />of any such person, the mayor, after being notified of such conviction by the police
<br />
<br />,justice, shall have the power, if in his opinion the case deserves it, to revoke the
<br />
<br />licensee's license or the operator's permit as the case may be.
<br />
<br />All ordinances or parts of ordinances in conflict herewith are hereby repealed.

<br />Section 146. WARDS --names and boundaries.
<br />
<br />WHEREAS the corporate limits of the City of Charlottesville have been extended
<br />
<br />and it is necessary that the annexed territory should be organized and attached to
<br />
<br />existing wards and that the boundaries of existing wards should be changed, so that
<br />
<br />the wards of said city should be as nearly equal in population as possible,
<br />
<br />NOW THEREFORE BE IT ORDAINED BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE in
<br />
<br />regular meeting duly assembled,
<br />
<br />That hereafter the territory within the corporate limits of said city as defied
<br />
<br />In the order of the Circuit Court of Albemarle County entered February 14,1916,
<br />
<br />C. O. B. 38 p.283 be divided into four wards whose boundaries shall be as follows:
<br />
<br />The First Ward shall embrace all territory Dying east of a line extending from
<br />
<br />the intersection of the eenter of lain and Fifth Streets, east, as follows:
<br />
<br />Southwardly from said intersection of Main and Fifth Streets, east, along the center
<br />
<br />of Fifth Street, southeast, and projected in same course to the corporate limits in
<br />
<br />the south; westwardly from said intersection of the center of Main and Fifth Streets
<br />
<br />east along the center of Main Street to the intersection of the center of Main and
<br />
<br />Fourth Street, east, thence no thence northwardly along; the center of Fourth Street, northeast
<br />
<br />and projected in same course to the corporate limits on the north.
<br />
<br />The Second Ward shall embrace all the territary lying North of the center of
<br />
<br />Main Street and West of the First Ward as defined above and east of the center line
<br />
<br />of Tenth Street N. E. , projected in a northerly direction to the corporate limits.
<br />
<br />The Third Ward shall embrace all territory lying South of Main Street and West
<br />
<br />of the First Ward as defined above and East of a line extending from the center of
<br />
<br />Main Street southwardly along the center of ninth Street to its intersection with the
<br />
<br />center line of Grove Street, thence southwestwardly along the center line of Grove
<br />
<br />Street to the corporate limits.
<br />
<br />The Fourth Ward shall embrace all the territory in the western part of said
<br />
<br />corporate limits which is not embraced within the boundaries of the Second Ward
<br />
<br />the Third Ward as above defined.
<br />
<br />Be it further ordained that each of the four wards as above defined shall
<br />
<br />constitute an election district and that the voting place in each of said wards
<br />
<br />shall remain as heretofore established.
