A RESOLUTION APPROPRIATING $100. FOR WALSH & ALLEN, ATTORNEYS.

<br />Whereas in the prosecution of the murderers of Special Policeman M. A. Thomas
<br />
<br />invaluable services were rendered by Messrs. Allen & Walsh, and Whereas it is the
<br />
<br />sense of this body that some expression of appreciation should be shwon those
<br />
<br />gentlemen for their able assistance, not as a fee, but as a token of gratitude,
<br />
<br />therefore, be it Resolved, by the Common Courcil, the Board of Aldermen concurring,
<br />
<br />That a copy of this resolution, together with the sum of $100. , which is hereby
<br />
<br />appropriated, be delivered to these gentlemen by the Clerk of this body.

<br />A RESOULTION APPROPRIATING $500. FOR ASPHALT BINDER FOR CERTAIN STREETS:

<br />Resolved, By the Commonk Council of Charlottesville, The Board of Aldermen
<br />
<br />concurring, That in the matter of substitution of asphalt binder for City gas tar
<br />
<br />on the streets being laid by the Southern Railway Company under contract, that the
<br />
<br />same be left in the hands of the Street Committee and City Manager with power to act,
<br />
<br />and that the sum of $500. or so much thereof as may be necessary, be and is hereby
<br />
<br />appropriated to pay for same.

<br />AN ORDINANCE AMENDING RE-ENACTING SECTION 176 OF THE CITY CODE, ENTITLED,
<br />
<br />BICYCLES AUTOMOBILES AND OTHER VEHICLES, APPROVED APRIL 13 ,1917 .
<br />
<br />BE IT ORDAINED BY THE COMMON COUNCIL THE BOARD OF ALDERMEN CONCURRING, THAT SEC.
<br />
<br />176 OF THE CITY CODE, APPROVED APRIL 13, 1917, ENTITLED BICYCLES, AUTOMOBILES AND OTHER
<br />
<br />VEHICLES, BE AMENDED AND RE-ENACTED TO READ AS FOLLOWS:
<br />
<br />No bicycle or similar machine shall be used over the sidewalks of the City and no
<br />
<br />automobile, bicycle or similar machine ehallbe operated over the streets of the city
<br />
<br />at a greater rate of speed than fifteen miles per hour under any conditions, nor at
<br />
<br />any rate of speed which the conditions in the streets would make unsafe.
<br />
<br />Every such vehicle shall be provided with a bell, gong or horn of the usual type
<br />
<br />Which shall be sounded at street crossings and whenever necessary to the safety of
<br />
<br />any person using the streets, but at no other times and no bicycle or motorcycle shall
<br />
<br />be used over the streets after nightfall without a lighted lamp on the front and no
<br />
<br />automobile shall be used over the streets after nightfall unless it shll be provided
<br />
<br />With at least one lighted lamp on the front, showing a white light in the direction
<br />
<br />in which it is going, such light to be dimmed in such manner as not to be blinding
<br />
<br />to the optrator of any car or person meeting same, and also one red light in the rear
<br />
<br />Visible for a reasonable distance. No automobile shall be parked on the streets of
<br />
<br />the city without showing a red light in the rear visible for a reasonable distance.
<br />
<br />No person under the age of fifteen years shall be permitted to operate an
<br />
<br />automobile or other motor.vehicle within the City Limits, unless they shall have
<br />
<br />operated an automobile or other motor vehicle mores than one year prior to the
<br />
<br />application for their permit, and provided further that they shall pass an examination
<br />
<br />bya competent chauffer, designated by the mayor, whose fee of $1.00 shall be paid
<br />
<br />by the applicant.
<br />
<br />Any violation of any provisions of this section as far as it relates to automobiles
<br />
<br />shall be punished by a fine of not less than $1.00 or more than $100.00 and as far as
<br />
<br />it relates to other machines, by a fine of not less than $1.00 or more than $25.00 or
<br />
<br />in any case by imprisonment in the City Jail for not more than thrity days, or both by
<br />
<br />fine and imprisonment as therein provided. This ordinance shall be in force from its
<br />
<br />passage.
