In re. sani nary i; riviea0 An Ordinance i ruviding for prci:ox disposal of human excreta in the City of Charlottesville and prescribing construction, maintenance, scavenging and inspection of privies, etc. Be it Ordained by the Board of Aldermen, the Cummon Council concurring, That 1. It shall be unlawful for any property holder Qr :-Lis authorized agent to permit upon My of his property in Cilarlottesville a privy or dry closet of any kind or descril.tica, for ;;he reception of human excreta, to be maintained or to exiBt, where any of the improvements of said prohfrty are connected with a public sewer of said city or located on a st.r.ei, along which runs a public sewer. 2. It shall be unlawful for any person in Charlottrjeville to throw oirt, deposit or bury within the city limits, any excreta from human bodies, solid or liquid, or to dispose of such substance in any manner other than a properly sewered water closet ,jr aproperly c on st ruc t ou sani to ry privy. All buildings o.r other places in said city where human beings live, are employed or congregate shall be provided with a sewered water closet or a sanitary privy for the catchment, or receiving of hunan discharges wric} will properly dispose of an# safeguard such matter. 4. It shall be unlawful for any property owner or his authorized agent or tenant to construct, maintain or permit to exist on any property or properti -s under his control whe r. a sewer connection has not been made, a privy unless the same be sanitary, or is constructed as provided hereinbelow. 5. A sanitarj privy is one so built, rebuilt or constructed that (a) t'.ne excreta d epo si t :;d therein will not fall upon the ground but in some water -tight receptacle and (b) the contents of which receptacle sllsiall not be accessible to flies,fowle or small animals at any t ime. (c) The box parts of said privy shall be cons -eructed of sound lumber., all. joints being made tight. Said box is to be provided with a lid closely fitting, and the seat thereon is to be provided wit", a hinged lid Boas to render suc', box fly -proof. (d) proper ventilation of such box shall be provided by means of suitable placed openings and a flue. Such ventilation openings are to be screened with a good Trade 14 meet wire screening. (e) Sucr privies shall be located as to be easily accessible to the scavenger for cleaning►. 6. The Board of wealth of Charlottesville shall prescribe by revulations proper sizes and methods of conbtruction of such privies, and such other details as will render this ordinance effective and its application uniform. All sucl, privies must conform to sucl, regulations. 7. The contents of all privy receptacles shalt be .removed by the city scaven7er. Suc", removing and cleaning shall be done under t?he supervision of the City wealth Officer and for such. services the following charges a' -hall be made:-- For cleaning each privy at private homes one dollar and fifty cents (1.50) per quarter in advance, if excreta is removed oftener than three times in a month there shall be an additional charge of tVirty cefWts (34I0 ) for aach removal The or fees charges set out in this section shallWbe paid at the office of g the City Treasurer at the beginning of each quarter, provided, however, that an addition4of fifty cents (50/) shall. be made to the above cl,arges if same are not paid within the first ten days of each quarter. 8. All sanitary privies in said city shall be kept in a cleanly condition at all times and so used that all excreta deposited herein will fall into the receptacle provided. Such .receptacle zl�all be used inly for the purpose Of a toilet, and no wash water, garbage, or ut?h er refuse matter other than human excrJta shall be depositid therein. No deodorant or disinfectant such as lime shall be used if Illy injury to the cans is caused by its use. 9. No privy receptacle shall be permitted to become filled to overflowing.
