<br />hereby appropriated to purchase 1,000 feet of fire hose, and the City Manager be and

<br />it lies in and along said 150 Street be and become a portion of the sewerage system
<br />of the City of Charlotteaville and subject to the City's management, supervision and
<br />control., It is to be understood, however, that said Wheat shall be reimbursed for
<br />the actual expenditure made by him on this account to the extent of the actual cost
<br />of that portion of the sever which lies in 1501 Street, said amount not to bear
<br />interest, and said payment to be made by the City when it may be able to do so out of
<br />funds not otherwise appropriatede
