AN ORDINANCE PROVIDING FOR THE REGULATION OF TRAVEL AND TRAFFIC ON THE STREETS,

<br />ALLEYS, AVENUES, BRIDGES, CROSSINGS AND SIDEWALKS: AND FOR THE PURPOSE OF PROTECTING
<br />
<br />HEALTH AND PROPERTY: AND FOR THE CONVENIENCE AND SAFETY OF THE USERS OF SAID STREETS,
<br />
<br />AVENUES, ETC. IN THE CITY OF CHARLOTTESVILLE, VIRGINIA.
<br />
<br />That for the purpose of providing protection to the public health and property
<br />
<br />and for the safety and convenience of the users of the public streets, alleys
<br />
<br />highways, bridges and sidewalks of the City of Charlottesville, Va. , the use thereof
<br />
<br />is hereby further regulated as follows:
<br />
<br />That the operator, driver or person in crarge of any vehicle as hereinafter
<br />
<br />described, horses or other domestic animals and all pedestrians on the streets or
<br />
<br />sidewalks of the s aid City of Charlottesville, Va., shall conform and observe the
<br />
<br />following rules, regulations governing the use of the public streets, alleys, avenues
<br />
<br />highways, bridges, sidewalks, and crossings thereof, of said City.
<br />
<br />DEFINITION.
<br />
<br />Sec. 1, DRIVER. The word driver shall include the rider of wheels, the driver,
<br />
<br />operator or person who is in crarge of any vehicle, horse or other domestic animal
<br />
<br />or street car.
<br />
<br />STREET. The word street shall include all streets, alleys, avenues, roads, parknys,
<br />
<br />lane, strip path, bridges, sidewalks, and public places in the City of Charlottes.
<br />
<br />villa, Va., unless especially limited by the context.
<br />
<br />VEHICLES. So The word vehicle, shall include saddle and led horses and every cunveyance
<br />
<br />on wheels or runners, except railroad, street cars, and baby carriages. The term
<br />
<br />Motor Vehicle used in this ordinance shallinclue automobiles, motor trucks, motor.
<br />
<br />cycles, and all other vehicles propelled otherwise than by muscular power except
<br />
<br />eletric and steam railways
<br />
<br />PERSONS. The word person shall include persons, firms, or corporations.
<br />
<br />Sec. 2. MOVEMENT AND PARKING OF VEHICLES ON CONGESTED AREA.
<br />
<br />The streets or portions of streets hereinafter designated are hereby declared to
<br />
<br />be congested territory, and no vehicle shall be parked thereon except as hereinafter
<br />
<br />provided, and all vehicle shall conform to the subsequent provision herein as to
<br />
<br />direction of traffic and speed. The following stteets are desiganted as congested
<br />
<br />territory: Main Street extending from the int erseetiun of 7th St. E. to the intere-
<br />
<br />section of 4th St. W; Fifth Street E, Fourth Street E., Third Street E., Second
<br />
<br />Street E. , First Street and and Second Street W. , extending from Water Street on the
<br />
<br />South side of Main Street, to Jefferson Street on the North of Main Street, and the
<br />
<br />Mayor and Public Safety Committee shall have the power to designate and locate standing
<br />
<br />or parking places for vehicles at such places as are not inconsistent with the places
<br />
<br />hereby designated, and not to interfere with traffic. No vehicle shall stand or
<br />
<br />remain stationary on that part of Main Street designated as congested territory for
<br />
<br />a period of more than thrity minutes. On all other streets desinnated as congested
<br />
<br />territory, care may be narked on the right hand side of such streets headed in the
<br />
<br />direction of traffic.
<br />
<br />The following North and South bound streets are hereby declared one-way streets;
<br />
<br />and it shall be unlawful for any vehicle to be propelled or moved in a direction other
<br />
<br />than herein set forth: South bound: --Fifth Street E. Third Street E. and First
<br />
<br />Street from Jefferson Street North of Main Street to Water Street South of Main Street,
<br />
<br />these are hereby declared tobe one-way streets to be used only for South bound traffic
<br />
<br />North bound: Fourth Street E. , Second Street E. , Second Street W. from Jefferson
<br />
<br />Street North of Main Street to Water Street South of Main Street, these are hereby
<br />
<br />declared to be one-way streets, to be used for North bound traffic.
<br />
<br />Sec.3. PARKING.
<br />
<br />Vehicles when parked along the curbing shall stand as close to the curbing as
<br />
<br />possible, at no time front and rear wheels more than eight inches from curbing
<br />
<br />Sec. 4. NUMBER.
<br />
<br />Every motor, vehicle, driver or operator on the streets of this city shy the
<br />
<br />conspicuously displayed on both front and rear thereof, a State number plate for late
<br />
<br />current year so attached as to be plainly visible at all times, and such number A
<br />
<br />shall be kept free from grease and dirt so as to be readable at alltimes.
<br />
<br />Sec. 5. LAMPS:
<br />
<br />Every motor vehicle while on any public alley, street, or highway, shall carry
<br />
<br />during the period from sunset to one hour before sunrise and at such other times as
<br />
<br />atmospheric conditions render the operation of such vehicles, on such alleys, streets
<br />
<br />or bighways, without reasonable illuminations dangerous to traffic, motorcycles at
<br />
<br />least one and all other motor vehicles at least two lighted lamps snowing white or
<br />
<br />tinted other than red, lights visible at least two hutidred ( 200) feet in the direction
<br />
<br />such vehicle or cycle is headed and at least ten feet to both sides thereof.
<br />
<br />Every motor vehicle while being operated on any public alley, street or highway
<br />
<br />shall carry during, the period mentioned, motorcycles at least one and all other motor
<br />
<br />vehicles at least two lighted lamps snowing white or tinted, other than red, lights
<br />
<br />of sufficient force to clearly reveal, under ordinary atmosperic condition, objects
<br />
<br />for a distance of at least two hundred (200) feet a read of such vehicles, provided
<br />
<br />that all lights of a greater strength than four candle power which are equipped with
<br />
<br />a reflector shall be so designed, arranged, or reflected as to prevent any portion of
<br />
<br />the main shaft or beam of clear condensed light at any point within a distance of
<br />
<br />seventy-five (75) feet ahead of sucr vehicle to raise more than forty inches above the
<br />
<br />surface on which said vesicle rests. Spot lights and all auxiliary lights are prohibit-
<br />
<br />ed from being, used while cars are in motion. If any person shall violate any provi-
<br />
<br />sions of this section he or she shall be fined not less than five dollars ($5)
<br />
<br />more than twenty-five ($25) for each offense, provided that any person who shall
<br />
<br />extinguish all or any of the lights required herein for the purpose of avoiding
<br />
<br />identification or arrest shall be fined not less than twenty-five dollars ($25)
<br />
<br />more than one hundred dollars ($100) .
