A RESOLUTION APPROVING LOANS NEGOTIATED WITH THE LOCAL BANKS AND AUTHORIZING THE
<br />
<br />FINANCE COMMITTEE TO NEGOTIATE FUTHER LOANS NOT TO EXCEED $30,000.
<br />
<br />
<br />WHEREAS the Finance Committee of the City Councils has negotiated loans with the
<br />
<br />peoples National Rank and the National Bank of Charlottesville represented by eight
<br />
<br />notes with the Peoples National Rank aggregating $57,000, and seven notes with the
<br />
<br />National Bank of Charlottesville, aggregating $52,000., making a total of $109,000
<br />
<br />all of which is now outstanding, said loans having been for the purpose of meeting
<br />
<br />the current needs of the City government, therefore be it
<br />
<br />RESOLVED, That the acticn of the Finance Committee with respect to said loans be and
<br />
<br />is hereby ratified.
<br />
<br />RRSOLVED, FURTHER, That the Finance Committee be and is hereby authorized to negotiate
<br />
<br />with the local banks for such further sums as may be necessary to meet the needs
<br />
<br />of the City government, not to exceed $30,000.

<br />AN ORDIANCE FIXING THE SALARY OF THE POLICE JUSTICE:
<br />
<br />BE IT ORDAINED, BY THE COMMON COUNCIL, THE BOARD OF ALDERMEN CONCURRING,
<br />
<br />That the salary of the Police Justice be made one hundred and twenty-five
<br />
<br />dollars per month from October 1,1921, and all ordinances or parts of ordinances
<br />
<br />in conflict herewith are hereby repealed.
<br />

<br />A RESOLUTION REQUESTING AND AUTHORIZING THE MAYOR AND CHIEF OF POLICE TO MAKE
<br />
<br />EFFECTIVE CERTAIN RULES AND REGUALTIONS IN THE ADMINISTRATION OF THE POLICE DEPARTMENT.
<br />
<br />RESOLVED, by the Common Council, the Board of Aldermen concurring, That the Mayor
<br />
<br />and Chief of Police be, and they are hereby authorized and requested to make the
<br />
<br />following recommendations effective in the administration of the Police Department:
<br />
<br />1. That the police force be increased to 15 members;
<br />
<br />2. That there be a Chief in charge of the force who shall plan its policies and
<br />
<br />direct its energies.He shall require three shifts in each 24 hours in the service
<br />
<br />at headquarters and in the service in the field;
<br />
<br />3. That he have two aids known as Lieutenants of Police. The Chief shall take
<br />
<br />the first of the 8 hour periods directing the service at headquarters. In addition
<br />
<br />to the 8 hours he shall give two hours to visiting the force in the field, inspecting
<br />
<br />lights, or to any other duty which would require his presence elsewhere than at
<br />
<br />headquarters;
<br />
<br />4. That each of the Lieutenants take 8 hour shifts discharging the same duties
<br />
<br />as the Chief at headquarters, and, like the Chief, have 2 further hours to visit the
<br />
<br />force in the field, to inspect lights, or for any other duty which would require
<br />
<br />his presence elsewhere;
<br />
<br />5. That at least one patrolman be placed on East Main Street between the C & O
<br />
<br />Station and Preston Avenue, another from this point to Union Station, and that when a
<br />
<br />request for the services of a policeman reaches police headquarters the Chief or the
<br />
<br />Lieutenant in charge shall take the patrol van and turn the case and van over to one
<br />
<br />or the other of the patrolmen on main Street East of Union Station and order him to
<br />
<br />Perform the service and himself return to headquarters, unless the case is of such
<br />
<br />importance as to require his personal attention;
<br />
<br />6. That from 8 o'clock p. m. until 4 a.m. there be two patrolmen on Main Street
<br />
<br />West of Union Station;
<br />
<br />7. That the Chief organize the detective work of his department and decide
<br />
<br />upon the policemen best fitted to do this work;
