1.12 x 1-1/2 x 1/4 inch angles at front and back; two 1-1/2 x 1/4 inch bars between, lying <br />glatwise; one inch space between bars. All such treads stlall be strongly fastened together <br />with cross bare not more than 14 inches apart. <br />RAILINGS. Railings shall be provided on all open sides of platforms and <br />stsirways, on both sides of balanced stairways. Either a railing or a handrail fastened to <br />1611 shall be provided on each side of all "S" fire escape stairways. Railings shall be <br />st least 3 feet high, measuring vertically from floor of platform or from nose of step. <br />Every railing shall have posts, not more than 5 feet apart made of not lose <br />that 1-1/2 x 1-1/2 x 1/4 inch angles or tees, or 1/2 inch pipe; top rail not less than <br />1-1/4 x 1/4 x 1/4 inch angle or equivalent; center rail not less than 1-1/4 x 5/16 flat <br />bar or equivalent; All connection shall be such as tom slte the railing stiff; two bolts <br />(3/8 inch or larger) shall be used at the foot of each post wherever possible, or at least <br />1/2 inch bolt shall be used. Railings shall be continuous. No projections on the inside <br />of the railing shall be permitted. Where a railing returns to the wall, it shall be fastened <br />thereto with a through bolt ( at least 5/8 inch in diambter), nut and washer; or (in rein- <br />forced concrete's with an approved insert; or the railing shall be made equally secure with a <br />diagonal brace extending at least 3 feet horizontally and 3 feet vertically. <br />All outside railings which are more than 60 feet above grade shall be at least <br />6 feet high, measuring vertically from floor of platform or from nose of step. Such railings <br />shall be of special design approved by the industrial Commission, having not less than four <br />longitudinal rails, and vertical lattace bare not more than eight inches apart, and proper <br />etiffening braces or brackets. <br />LADDER TO ROOF. Every fire escape which extends higher than the second floor <br />shall be provided with a ladder leading from the upper platform to the roof, unleB8 the fire <br />escape stairway leads to the roof. The ladder shall have stringers not less than 1-1/4 inch <br />Pipe, or not less than 2 x 3/8 inch flat bars, at least 17 inches apart in the clear. The <br />rungs shall be not less than 1/2 inch square of 5/8 inch around bars, 14 inches center to center. <br />The stringers shall be securely tied together at intervals no gr. ater than every fifty rung. <br />The top rung of each ladder shall be not less than 4 feet above the roof coping, and the ladder <br />shall return within 2 feet of the roof if the coping is more than 2 feet above the roof. <br />Ch) Every fire escape shall be kept clear at all times of rubbish, snow, ice, <br />or other obstruction, and all doors and windows leading to fire escape shall be kep unlooked <br />except for panic locks easily released from the inside without the use of a key as well as <br />free from all snow, ice, and other foreign material, which might pervent the instant opening <br />of same. <br />( i ) Live load :requirements. Every part of a fire escape shall be made <br />strong enough to safely carry sixty (60) pounds to live load per square foot of platform, and <br />the stairs shall be designed to safely carry two hundred (200) pounds per tread, uniformly <br />distributed all with a factor of safety of four (4). <br />(J) Placards. Every building having fire escapes shall have placards <br />bearing the inscription "FIRE ESCAPES" posted in conspicuous places in the corridors of every <br />floor above the first floor, indicating the location of the fire esdapes, and it shall be the <br />duty of the owner, manager, or any person or persons having charge of a building to see that <br />Ouch placards are provided, properly placed and maintained. <br />(k) Inpeection and Repair. Every fire escape shall be inspected immediately <br />after its completion and semi-annually thereafter by the City Manager or designated official, <br />and a report of every such inspection shall be made and filed in the office of the City Manager <br />and a record thereof kept. d copy of such report shall be given to the owner or agent and to <br />the tenant. <br />
