AN ORDINA14CE regulating the handling of food stuffs within the City of
<br />Charlottesville and penalty for violations therof.
<br />Be it ordained by the Council of the City of Charlottesville that the
<br />foll )wing regulations shall govern the handlint; of food stuffs in said City:
<br />1. D,2INITION: The term "food Establishment" shall be construed to mean any place
<br />(except where used principally as a private home) in which f0bd products are manufactured,
<br />prepared, packed, handled, stored, sold or distributed and shall include hotelk, inns,
<br />boarding houses, (Where there are more than five boarders), restaurants, cafes, lunch
<br />counters, all public eating houses and the kitchens thereof; all bakeries, bake shops,
<br />delicatessens, confectioneries, candy factories, ice cream factories, and parlors, re-
<br />freshment stands, soda fountains, fruit stbres, fruit stands, wagons from which food
<br />is sold, groceries, markets, meat markets, bottling plants, places where milk is bottled
<br />or exposed for sale and other similar places.
<br />2. PERMI"S: Any person firm or corporation operating or managing any "Food
<br />Establishiment" as herein before defined, .3hall, before engaging in such business, Se-
<br />cure a permit from the health Office, or his duly appointed representative. Permits
<br />shall be issued on or be=fore the first day of i,1ay of each year, or later according to
<br />when application for same is made, and snail expire on April 30th of the following year.
<br />permit shall only be issued to a food establishment when it has been determined by
<br />previous, inspections that this ordinance and all the other rules and re-rulritions of
<br />the Board of health are being constatly complied with.
<br />3. FOOD ESTABLI, MAZN'" TO BE KEPT IN A SANITARY CONDITION: Ever person, firm
<br />or corporation keepine , maintaining, or being in charge of any "food L'stabli shment"
<br />shall keep the same in 6%: olean and sanitary condition.
<br />4. PROTECT 14`OOD :`ROM ?LI.�S, DUST, )IRT, ETC: 'rood in the process of manufacture,
<br />preparation, packing, and when stored, on sale or offered for sale :hall be securely
<br />protected from flies, dust and dirt; and food ready for consumption without further
<br />preparations, maintained or offered for sale or exchange, shall be covered by some
<br />permanent means, such as glass, wood, metal, or other suitable material, in such
<br />manner or means to adequately protect same from dirt, dust, or other contamination.
<br />The use of newspapers, old sacks, unclean paper or any paper that has been formerly
<br />used as an outside or inside wrapping of articles of food in hereby prohibited.
<br />No food, meat, or other food article except fish, shell fish and live fowls, shall
<br />be exposed on the sidewalks or streets of the City of .'Oharlottesville, except as may
<br />be necessary in transporting from one place to another.
<br />5. SCREENS: All doors, windows, transoms, flues and other openings which open
<br />to the outer air from food establishments ;hail be properly screened with not coarser
<br />than fourteen -mesh wire from the first day of March until the first day of 'Decembers
<br />This shall not apply to whoseoale groceries and flour and meal mills.
<br />6. UTENSILS. ETC: All utensils and appliances, machine:, racks, molds, trues'
<br />tables, blocks, dishes, silverware, towels, mapkins, table covers, aprons, jackets
<br />and all other equipment or articles in use in the preparation, storage, serving, or We
<br />tributing of foodstuffs in such places shall be maintained in a clean and sanitary
<br />manner. The floors, sidewalls, ceilings, furniture, receptti.cles, implem(�nj;s and'
<br />machinery of every food establishment small at all times be kept in a clean, healthful
<br />and sanitary condition.
