3. Other Property.
<br />Upon any tangible property not included in the foregoing, which is not
<br />exempt from local taxation, the tax shall be $1.05 (one doller and five cents)
<br />on every $100.00 assessed value thereof to pay the general operating expenses
<br />of the City government and the interest and sinking fund on the City debt
<br />other than schools, and there shall be levied an additional tax on every
<br />$100.00 assessed value thereof of 2U (twenty-three cents) to pay the interest
<br />and sinking fund on school bonds and 57g (fifty-seven cents) for the maintenance
<br />and operating of the city schools.
<br />All ordinances or parts of ordinances in conflict herewith are hereby repealed.

<br />BE IT ORDAINED by the Council of the City of Charlottesville that Section 66 of the
<br />Code of 1932 be and the same is hereby amended and re-enacted to read as follows!
<br />SEC. 66 (A) CITY PURCHASING AGENT --AVAILABLE APPROPRIATION NECESSARY --COMPETITION.

<br />The City Purchasing Agent shall not furnish any supplies for any department
<br />of the City unless there be to the credit of such department on the books of the
<br />City Auditor an available appropriation sufficient to pay for such supplies. Be-
<br />fore making any purchase or sale in the amount in excess of #100.00, the City Pur-
<br />chasing Agent shall give notice requesting sealed bids, which notice shall specify
<br />the hour and place for opening said bids and said bids shall be opened before all
<br />who may be present. Whenever practicable the City Purchasing Agent shall furnish
<br />�= standard specifications to the bidders.

<br />SEC. 342 (A) WATERWORKS - RESERVOIRS, ETC. INJURIES TO -- PENALTY.
<br />If any person shall deface or injure any house, wall, cock, wheel, fire
<br />hydrant, or other fixtures connected with or pertaining to the water works,
<br />or shall bathe in the reservoirs, or deposit any offensive matter, or any stick,
<br />-
<br />mud, or rubbish in said reservoirs, or place the carcass of any animal or other
<br />deleterious substance on the water -sheds or in any stream of said reservoirs; or
<br />shall without lawful authority, climb over or get through the enclosilres of, hunt
<br />on said reservoir property, or place any building material, rubbish or other
<br />matter upon tie stopcock of a street main or service pipe, or obstruct access to
<br />any fixture connected with the water works, or remove or injure any pipe, fire
<br />hydrant, or cook, or open any of then, so as to waste water; or if any person shall
<br />use the City water for a purpose for which he has neither paid nor obtained a li-
<br />cense to use it, every such person shall for each offense pay a fine of not less
<br />than $25.00, nor more than $100.00, provided that fishing in said reservoirs may
<br />be -permitted, subject to such rules and regulations as the Council may from time
<br />to time promulgate by ordinance or resolution.
