194. WHEREAS, while the City and the Albemarle County Service Authority have called for voluntary conservation measures on the part of their respective customers, the capacities of the reservoirs serving the area have continued to decrease; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Charlottesville that there is hereby declared to be an emergency in the City of Charlottesville arising out of a shortage of water supply; and BE IT FURTHER RESOLVED that pursuant to City Code Section 31-125 the City Manager and the Director of Public Works are duly authorized, during the duration of the water emergency, to implement any or alt of the restrictions or prohibitions on water usage set forth in City Code Section 31-125(A), CONSENT AGENDA Mr. Caravati removed the Resolution Authorizing a LawsUit Settlement, and Mr; Toscano removed the Ordinance Closing an Alley on Charlton Road from the consent agenda, On motion by Mr. Lynch, seconded by Mr. Cox, the following consent agenda items were approved by the following vote, Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Minutes of September 20, 21, October 1, 2, and 12 b. ~PROPRIAT!ON: $231,586 - Fare Free Trolley (2na reading) BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the sum of $231,586 is hereby appropriated from the contingency account 26- 020-122050-5011 lin the Capital Fund to account 45-191-141410-50111 in the Transit Fund for the purpose of funding the Free Trolley Program for the firml 10 months of Fiscal year 2001-2002. No fares shall be collected from passengers on this shuttle route. This pilot program will be evaluated during the budget process for possible inclusion in the Proposed Budget for Fiscal Year 2002-2003 budget as on-going program. BE IT FURTHER RESOLVED by the Council of the City of Charlottesville, Virginia, that the sum of $20,000 from the University of Virginia is hereby appropriated to account 45-191-141410-50111 in the Transit Fund for the purpose of funding the Free Trolley Program for the rinal 10 months of Fiscal Year 2001-2002. This appropriation is contingent upon actual receipt of these funds.
