232 <br /> <br />DEPARTMENT OF TRANSPORTATION" (2nd reading) <br /> <br />ORDINANCE,: "AN ORDINANCE AMENDING AND <br />REORDAiNING SECTION 34-944 OF ARTICLE XXII OF CHAPTER 34 <br />OF THE CHARLOTTESVILLE CITY CODE, 1990, AS AMENDED, <br />RELATING TO SPECIAL PERMIT MODIFICATIONS" (2~d reading) <br /> <br />d. RESOLUTION,: <br /> <br />Approving Special Permit for 222-230 14th Street, <br />N.W. <br /> <br /> WHEREAS, the Keith O. Woodard has requested a special use permit for higher <br />density residential use at 222 and 230 14t~ Street, N.W., allowing the addition of up to 34 <br />units to this site at a density of 46 units per acre instead of the 21 units per acre allowed <br />by right in R-3 Residential Multiple Dwet~ zone; this property being further identified <br />as Parcels 292, 295 and a portion of 302 on City Real Property Tax Map 4, having, <br />collectively, 216 feet of frontage on 14th Street, N.W., and containing approximately <br />48,137 square feet of land or 1.11 acres; <br /> <br /> WHEREAS, following a joint public hearing before this Council and the <br />Planning Commission, duly advertised and held on November 13, 2001, this Council <br />finds that such use will conform to the criteria generally applicable to special permits <br />under Chapter 34 of the City Code, and that except as otherwise modified herein, such <br />use will also meet the specific standards set forth within §§ 34-201of the City Code. <br />Now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that a <br />special use permit is hereb,Ythapproved and granted to Keith O. Woodard, owner of the <br />prop~e~thY at 222 and 230 14 Street, N.W., for higher density residential use at 222 and <br />230 14 Street, N.W., allowing the addition of up to 34 units to this site. The <br />requirement ora 200,foot distance between this property and any R-1 or R-2 zoning <br />district is hereby waived, pursuant to section 34-944(a) of the City Code. This special <br />use permit is conditioned upon the following: <br /> <br />III. <br /> <br />Administrative approval of the final site plan. <br />Submission of a grading and soil erosion/sediment control plan with fee, <br />application and narrative prior to final site plan approval. <br />The number of compact parking spaces shall not exceed 75% of the total number <br />of parking s~paces provided for this site. <br /> <br />RESOLUTION/APPROPRIATION:, APPROViNG $2,500,000 LOAN TO <br />CHARLOTTESVILLE INDUSTRIAL DEVELOPMENT AUTHORITY <br /> <br /> Mr. Lynch asked for clarification about when interest will be paid on the loan, and <br />Mr. Aubrey Watts, Director of Economic DeVelopment, said interest will begin when the <br />loan is closed. <br /> <br /> On motion by Mr. Cox, seconded by Ms. Richards, the resolution and <br />appropriation of the $2,500,000 loan to the Charlottesville Industrial Development <br />Authority was offered and carried over to the next meeting for consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> Mr. O'Connell proposed that Council hold a forum on the budget at their January <br />22nd meeting, possibly to include c-mail comments, with issues developed at a work <br />session early or mid January. <br /> <br /> Mr. Caravati wished everyone a happy holiday and reminded people to vote in the <br />special election for State Senator. <br /> <br /> <br />
