230 <br /> <br /> Mr. Cox said he agrees with smaller widths and would like to see what ideas the <br />developers may have for cost sharing. <br /> <br /> Mr. Lynch said he is in favor of some sort of partnership between the City and <br />developers, and thinks VDOT should allow smaller streets. <br /> <br /> Mr. Toscano made a motion to establish a policy that allows streets with 40 feet <br />ofright ofway, with 24 feet paved, with parking on one side, or 18 feet paved, with no <br />parking. Mr. Cox seconded the motion. <br /> <br /> Mr. Caravati expressed concern about insufficient parking in neighborhoods. <br /> Mr. Tolbert said the parking can be addressed by requiring alternative sites. <br /> <br /> The policy proposed by Mr. Toscano was approved by the following vote. Ayes: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br />Mr. Toscano said he thinks alleys should be at least 14 feet wide. <br /> <br /> Mr. Caravati said he thinks it would be a horrible precedent to make alleys <br />public. <br /> <br /> Mr. Lynch moved that alleys be allowed to be 14 feet wide, Mr. Toscano <br />seconded the motion, and it was approved by the following vote. Ayes: Mr. Caravati, <br />Mr. Cox, Mr. LynCh, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br /> Mr. Lynch said he feels any alleys should be private. <br /> <br /> Mr. Tolbert said that new urbanism principles support alleys being public in order <br />to get design features. <br /> <br /> Mr. Lynch said he has a problem with subsidizing what mounts to private <br />driveways. <br /> <br /> Mr. Brown noted that there would be a cost involved in terms of policing public <br /> <br />alleys. <br /> <br /> Mr. Cox said he is not sure Council has enough information on the issue. <br /> <br /> Mr. Caravati asked if the issue can be dealt with by a PUD process, and Mr. <br />Tolbert said that developers can be told what width alleys Can be, and can be informed <br />that we cannot tell them now whether they will be public or private. <br /> <br />Mr. Caravati said he thinks the issue can be dealt with in the PUD process. <br /> <br /> Mr. O'Connell noted that all but two alleys in the City are private and allowing <br />new alleys to be public could set a precedent. <br /> <br /> Mr. Lynch asked if we could partner with developers to get VDOT to change their <br />regulations. <br /> <br /> Regarding public versus private streets, Mr. Lynch said he could support a cost <br />share until VDOT agrees to pick up the cost. <br /> <br /> Ms. Richards said she does not feel strongly about it, but feels making the streets <br />public is a better way to go. <br /> <br /> Mr. Cox said he would support making the streets public and having the City pay <br />the maintenance cost ifVDOT does not agree to. He said the City has tried to facilitate <br />residential development and remove obstacles, and does not feel the cost would be overly <br />onerous. <br /> <br />Mr. Caravati said he is willing to make the streets public. <br /> <br /> <br />
