<br />OF 1101 AND 1105 LITTLE HIGH STREET) FROM R-2 TO R-3
<br /> Mr. Caravati said he will recuse himself from involvement on the rezoning and
<br /> special permit due to a perceived conflict.
<br /> Ms. Tarpley Vest, Planning in Neighborhood Development Services, explained
<br /> that the Planning Commission recommended approval of the rezoning of property at 1 lth
<br /> Street, N.W. and special permit at 1111 Little High Street for the following reasons: it is
<br /> in harmony with the Land Use Plan of the Comprehensive Plan; it would not have a
<br /> significant adverse impact on the surrounding neighborhood; due to the mix of bedrooms
<br /> and the lower overall number of bedrooms, staff finds the proposal to be a better
<br /> alternative for the neighborhood than what would be done at this site "by-right;" and the
<br /> applicants have responded to concerns about the impact of the building upon the
<br /> neighborhood by reducing its mass and increasing screening. Ms. Vest noted that
<br /> changes were made by the applicant as a result of neighborhood participation.
<br /> Mr. Jim Grigg of Daggett and Drigg Architects said that he thinks the process was
<br /> better as a result of participation by the neighbors.
<br /> On motion by Mr. Toscano, seconded by Ms. Richards, the ordinance entitled
<br /> "AN ORDINANCE AMENDING AND REENACTING THE DISTRICT MAP
<br /> INCORPORATED IN SECTION 34-15 OF THE ZONING ORDINANCE IN SECTION
<br /> 34-15 OF THE ZONING ORDINANCE OF THE CODE OF THE CITY OF
<br /> CHARLOTTESVILLE, 1990, AS AMENDED, BY THE REZONING OF PORTIONS
<br /> OF PARCELS 106, 107, 107.2 (FORaMERLY PART OF 107.1), AND III.A
<br /> (FORMERLY PART OF PARCELS 110 AND 111), OF THE 2002 CITY TAX MAP
<br /> 54, FROM "R-2" TO "R-3" was offered and carded over to the next meeting for
<br /> consideration.
<br /> RESOLUTION: SPECIAL USE PERMIT FOR HIGHER DENSITY AT 1111 LITTLE

<br /> On motion by Mr. Toscano, seconded by Ms. Richards, the Resolution Approving
<br /> a Special Use Permit for Higher Density at 1111 Little High Street was approved by the
<br /> following vote. Ayes: Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None.

<br /> WHEREAS, pursuant to the Code of the City of Charlottesville, section 34-
<br /> 199(4), Neighborhood Investments, LLC, by its Manager, Mr. Richard Spurzem, has
<br /> requested a special permit to allow higher density residential development; the property
<br /> subject to the application being further identified on 2002 City Tax Map 54 as Parcel
<br /> 107.2 (39,180 square feet)(1111 Little High Street), 111.A (7,419 square feet)(formerly
<br /> part ofparcels 110 and 111, fronting on 11th St., N.W.), and a portion of Parcel 106
<br /> (3,470 square feet)(106 Little High Street). The property subject to the application has
<br /> approximately 60 feet of frontage on Little High Street, 50 feet of frontage on 1 lth Street,
<br /> N.W., and contains approximately 50,069 square feet of land (or 1.15 acres);
<br /> WHEREAS, ajoint public hearing on this application was held before the City
<br /> Council and Planning Commission on February 12, 2002, following notice to the public
<br /> and to adjacent property owners as required by la~, and
<br /> WHEREAS, this Council finds and determines that such use will conform to the
<br /> criteria applicable to special permits generally under Chapter 34 of the City Code; now,
