(ALONG REAR <br />OF 1101 AND 1105 LITTLE HIGH STREET) FROM R-2 TO R-3 <br /> Mr. Caravati said he will recuse himself from involvement on the rezoning and <br /> special permit due to a perceived conflict. <br /> Ms. Tarpley Vest, Planning in Neighborhood Development Services, explained <br /> that the Planning Commission recommended approval of the rezoning of property at 1 lth <br /> Street, N.W. and special permit at 1111 Little High Street for the following reasons: it is <br /> in harmony with the Land Use Plan of the Comprehensive Plan; it would not have a <br /> significant adverse impact on the surrounding neighborhood; due to the mix of bedrooms <br /> and the lower overall number of bedrooms, staff finds the proposal to be a better <br /> alternative for the neighborhood than what would be done at this site "by-right;" and the <br /> applicants have responded to concerns about the impact of the building upon the <br /> neighborhood by reducing its mass and increasing screening.
