APPROPRIATION: <br /> <br />$500,000 - Grant for Downtown Recreation Center <br />Renovation (carried over) <br /> <br />ORDINANCE: "AN ORDINANCE AMENDING AND REORDAINING <br />SECTION 29-81, ARTICLE II, DIVISION 3, CHAPTER 29 OF THE CODE OF <br />THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, RELATING TO <br />UTILITIES AND DRAINAGE" (carried over) <br /> <br />ORDINANCE: CLOSING EASTERN PORTION OF CARROLLTON TERRACE <br /> <br /> Ms. Burruss, representing the property owner requesting the closing ofhhe street, <br />said that the Planning Conunission recommended payment for the street closing, but she <br />asked that the owner not be charged the $15,000, noting that the closing is a critical <br />element to a unified development and could result in annual taxes to the City of $22,000. <br /> <br /> Mr. Caravati asked if the street closing will allow additional units to be built, and <br />Mr. Ron Higgins, Planner in Neighborhood Development Services, said at least one. <br /> <br /> Mr. Cox asked if is the City's practice to charge for street closing, and Mr. <br />Higgins said that it works both ways, but people are more likely to be charged when <br />development rights are realized. <br /> <br /> Mr. Cox said he imagines the applicant will reap significant benefit from the <br />street closing, and made a motion to approve the ordinance with the Planning <br />Commission recommendation to charge for the property. Mr. Toscano seconded the <br />motion~ <br /> <br />Mr. Lynch said if anything he thinks the amount charged for the property is low. <br /> <br /> Ms. Richards asked what the rationale is for not charging for street closings, and <br />Mr. Toscano said that it is typically felt that it is better to get rid of the City liability, but <br />agreed that Council should be consistent. <br /> <br /> Mr. Cox asked if the Planning Commission had evaluated if the circulation would <br />be improved if the alley was used to make a loop, but Mr. Higgins said there was no <br />interest in this by the adjoining property owner. <br /> <br /> The ordinance entitled "AN ORDINANCE CLOSING, VACATING AND <br />DISCONTINUING A PORTION OF CARROLLTON TERRACE RIGHT-OF-WAY" <br />was carried over to the next meeting for consideration. <br /> <br />RESOLUTION: APPROVING SPECIAL PERMIT TO USE 1013 GROVE STREET <br />AS PRIVATE EDUCATIONAL/RECREATION/GROUP FACILITY <br /> <br /> Mr. Caravati recused himself from participating in the discussion of the <br />resolution. <br /> <br /> Mr. Toscano said that while this is a creative way to give a special permit to a <br />quasi-church in the Fifeville neighborhood, he is not sure how it will work, and expressed <br />concern with the number of people allowed in the building and on the site. <br /> <br /> Ms. Grant said that while 50 people are allowed on the site and 30 inside, they <br />are not expected to be there at one time. <br /> <br /> <br />
