FOR THREE YEARS, SERVING <br /> <br /> ON THE BOARD OF )IRECTORS. <br /> <br /> JOHN FALWELL OF 1206 MERIWEATHER STREET, COMMENTED ON THE RATE OF <br /> <br /> INCREASE IN PROPERTY ASSESSMENTS, MARKET CONDITIONS AND THE LACK OF CONSIS- <br /> TENCY IN ASSESSMENTS IN A PARTICULAR NEIGHBORHOOD. MR. FALWELL ALSO <br /> <br /> CONTENDED THAT BASING REAL ESTATE TAXES ON 100% OF MARKET VALUE CAUSES <br /> PROPERTY OWNERS~ TAXES TO INCREASE WITHOUT ANY RELATION TO THE SERVICES <br /> PROVIDED BY THE CITY, OR TO THE COST OF PROVIDING THOSE SERVICES. HE ALSO <br /> STATED THAT TO PEOPLE ON A RELATIVELY FIXED INCOME, THE CONSTANTLY RISING <br /> TAXES CAN REPRESENT A REAL THREAT TO THEIR ABILITY TO KEEP THEIR HOMES. <br /> MR. FALWELL STATED THAT HE HAD BEEN PERSONALLY INFORMING THOSE RESIDENTS <br /> LIVING ON FIXED INCOMES OF THE POSSIBLE RATE INCREASE AND OF THE PROGRAMS <br /> AVAILABLE TO THEM PROVIDING TAX RELIEF. MR. FALWELL ASKED COUNCIL TO CON- <br /> SIDER A SUBSTANTIAL REDUCTION IN REAL ESTATE TAXES. <br /> <br /> MR. CONOVER COMMENTED THAT HE ADMIRED MR. FALWELL~S INITIATIVE IN <br /> <br /> INFORMING CITIZENS WHO ARE ELIGIBLE FOR TAX RELIEF. HE STATED THAT THERE <br /> ARE A NUMBER OF PEOPLE ELIGIBLE, BUT WHO DO NOT TAKE ADVANTAGE OF THE <br /> PROGRAM. <br /> <br /> CHARLOTTE GIBSON OF 826E HARDY DRIVE ASKED FOR COUNCIL'S SUPPORT OF <br /> <br /> S.H.E. MS.
