RESOLUTION RE: <br />REVOLVING INCOME <br />FROM STARR HILL <br />AND INNOVATIVE <br />GRANT ACCOUNTS <br /> <br />(I) <br /> <br />(II) <br /> <br /> HAVE THE STAFF PREPARE SUCH A REPORT. <br /> <br /> MS. GLEASON MOTIONED THAT THE AMOUNT OF $2,757 BE REMOVED FROM THE SPECIAL <br /> PROJECTS FUND FROM ECONOMIC DEVELOPMENT (IN ADDITION TO THE $2425 PREVIOUSLY <br /> INDICATED) TO BE USED FOR ENERGY CONSERVATION. THE MOTION WAS SECONDED BY <br /> MR. CONOVER AND ADOPTED BY THE FOLLOWING VOTE: AYES: MR. ALBRO, MR. BUCK, <br /> MR. CONOVER, MS. GLEASON, BR. HALL. <br /> <br /> ON MOTION BY DR. HALL, SECONDED BY MR. CONOVER, THE RESOLUTION ADOPTING <br /> THE FY '82 - '83 BUDGET WITH THE AMENDMENTS STIPULATED WAS CARRIED OVER TO <br /> THE MEETING OF APRIL 12, 1982. <br /> <br /> MR. ALBRO STATED THAT THE BUDGET INCLUDED CERTIAN ITEMS HE DISAPPROVED <br /> <br /> OF, BUT THOSE ITEMS WOULD NOT EFFECT THE TAX RATE IN THE FINAL ANALYSIS, <br /> THEREFORE HE FELT HE COULD 'LIVE WITH' THE BUDGET AS PROPOSED. <br /> <br /> MAYOR BUCK STATED THAT CITIZENS ARE CONCERNED ABOUT WHAT CITY COUNCIL <br /> <br />IS DOING IN THESE TIGHT FINANCIAL TIMES. HE STATED THAT THE PROPOSED BUDGET <br />CONTAINS ONLY A 5.9% INCREASE OVER LAST YEAR'S BUDGET, WHICH IS SUBSTANTIALLY <br />LESS THAN THE RATE OF INFLATION. MAYOR BUCK ALSO STATED THAT IT IS WORTHWHILE <br />MENTIONING THE ELIMINATION OF APPROXIMATELY 45 POSITIONS PROPOSED IN THE <br />BUDGET AND THAT APPROXIMATELY $45,000 HAS BEEN CUT OUT OF THE BUDGET FOR <br />RECREATION. HE CONTINUED, SAYING THAT 60% OF THE REVENUES RECEIVED HAVE BEEN <br />ALLOCATED TO THE SCHOOL SYSTEM. <br /> <br /> ON MOTION BY DR. HALL, SECONDED BY MS. GLEASON, THE FOLLOWING RESOLUTIONS <br />WERE UNANIMOUSLY APPROVED. <br /> <br /> WHEREAS, THIS COUNCIL HAS PREVIOUSLY AUTHORIZED THE EXPENDITURE OF <br />FEDERAL INNOVATIVE HOUSING PROGRAM FUNDS FOR THE SHORT-TERM REVOLVING RENTAL <br />REPAIR LOAN PROGRAM~ AND <br /> <br /> WHEREAS, THIS PROGRAM WILL PRODUCE INCOME FROM THE REPAYMENTS OF THE <br />ORIGINAL LOANS~ AND <br /> <br /> WHEREAS, THIS COUNCIL CONSIDERS IT TO HAVE BEEN THE ORIGINAL INTENTION <br />THAT SAID PROGRAM WAS ESTABLISHED AS A CREVOLVlNG' FUND, IN ORDER THAT SUCH <br />REPAYMENTS MIGHT BE USED FOR THE CONTINUATION OF THE PROGRAM; NOW, THEREFORE, <br />BE IT <br /> <br /> RESOLVED BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE, VIRGINIA THAT: <br /> <br /> 1. INCOME RECEIVED FROM THE REPAYMENT OF LOANS IN THE AFORESAID <br /> PROGRAM SHALL BE CREDITED TO THE FOLLOWING DESIGNATED ACCOUNT <br /> IN THE INNOVATIVE HOUSING PROGRAM FUND: <br /> <br /> SHORT-TERM RECYCLING RENTAL <br /> REPAIR LOAN PROGRAM 22-72050 <br /> <br /> AND MAY THEREAFTER BE EXPENDED FOR THE SAME PURPOSES AND <br /> UPON THE SAME TERMS AND CONDITIONS AS FUNDS ORIGINALLY <br /> APPROPRIATED OR ALLOCATED TO SAID PROGRAM. <br /> <br /> 2. THE DIRECTOR OF FINANCE AND THE DIRECTOR OF PLANNING AND <br /> COMMUNITY DEVELOPMENT ARE HEREBY AUTHORIZED AND DIRECTED <br /> TO TAKE WHATEVER STEPS MAY BE NECESSARY, CONSISTENT WITH <br /> APPLICABLE FEDERAL REGULATIONS, TO IMPLEMENT THE INTENTION <br /> OF COUNCIL EXPRESSED HEREIN. <br /> <br /> WHEREAS, THIS COUNCIL HAS PREVIOUSLY AUTHORIZED THE EXPENDITURE OF <br />FEDERAL INNOVATIVE HOUSING PROGRAM FUNDS FOR VARIOUS HOUSING REHABILITATION <br />AND HOUSING DEVELOPMENT PROGRAMS; AND <br /> <br /> WHEREAS, ONE OF THESE PROGRAMS -- THE HOUSE BANK PROGRAM -- HAS <br />PRODUCED OR MAY PRODUCE INCOME FROM THE SALE OR LEASE OF PROPERTIES WHICH <br />HAVE BENEFITED FROM PROGRAM EXPENDITURES~ AND <br /> <br /> WHEREAS, THIS COUNCIL CONSIDERS IT TO HAVE BEEN THE ORIGINAL INTENTION <br />THAT SAID PROGRAM WAS ESTABLISHED AS'REVOLVINGt FUNDS, IN ORDER THAT SUCH <br />INCOME MIGHT BE USED FOR THE CONTINUATION OF THE PROGRAM~ NOW, THEREFORE <br />BE IT <br /> <br />RESOLVED BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE, VIRGINIA, THAT: <br /> <br />INCOME RECEIVED FROM THE DISPOSITION OF PROPERTIES IN THE <br />AFORESAID PROGRAM SHALL BE CREDITED TO THE FOLLOWING DESIGNATED <br />ACCOUNT IN THE INNOVATIVE HOUSING PROGRAM FUND: <br /> <br />REHABILITATION FOR HOME <br /> OWNERSHIP PROGRAM <br /> <br />22-72010 <br /> <br /> <br />
