80 <br /> <br />REGULAR SESSION <br /> <br />MINUTES <br /> <br />PUBLIC <br /> <br />PRESENTATION: <br />UTILITY LIST <br />DAILY PROGRESS <br /> <br />PRESENTATION: <br />CHARLOTTESVILLE <br />DEVELOPMENT GROUP <br /> <br /> COUNCIL CHAMBER Monday, May 17, 1982 <br /> <br /> Council met in regular session on this date with the following <br /> <br />members present: Mr. Albro, Mr. Buck, Mrs. Gleason, Dr. Hall. Absent: <br /> <br />Mr. Conover. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, Council unanimously <br />approved the minutes of May 3rd with the following corrections: l) Page <br />2: the motion regarding retired employees should be stated as follows: <br />Mr. Conover made a motion that a study of a post retirement supplement be <br />referred to the Retirement Commission. 2) the motion to approve con- <br />struction of the Dairy Road sidewalk was approved by the following vote: <br /> <br />Ayes' Mr. Albro, Mr. Buck, Mrs. Gleason, Dr. Hall. Noes: Mr. Conover <br /> <br /> (The vote was not unanimous as stated in the minutes.) __ <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, the minutes of <br />May llth were approved as presented. <br /> Jody Ritter of the Local Citizens Party addressed Council with <br />concerns of increasing utility bills. <br /> Mr. Buck suggested t~hat Mr. Ritter withhold his comments until the <br />public hearing on the proposed utility rates which has been scheduled <br />for the first regular meeting in June. <br /> Mr. Ritter stated that he would like to continue with his comments <br />so that Council may be aware of the facts before the public hearing. <br /> Mr. Ritter continued, stating his concerns of increasing utility <br />bills. He suggested reforming the rate system to require large industrial <br />users to pay the same rate as private homeowners and renters. He stated <br />that the homeowners and renters are subsidizing industrial users. He <br />also stated that a change in the rate system would generate more revenue <br />and assure that all citizens were paying their fair share. <br /> Mr. Buck commented that homeowners (and renters) are not subsidizing <br />industrial users. He stated that there is a volume discount because of <br />reduced costs for selling in volume and the rates reflect that. He <br />stated that volume users pay for their cost of the gas plus a substantial <br />amount to cover their overhead. <br /> Mr. Ritter stated that homeowners (and renters) cannot get the <br />reduced rates because they do not use a large amount of gas, consequently <br />that works against energy conservation. <br /> Mr. Buck stated that gas usage has actually decreased because the <br />cost is high enough to encourage users to conserve, thus contributing -- <br />to energy conservation. <br /> Cole Hendrix, City Manager, stated that there was no need for <br />Council to act on this matter, because after conferring with the City <br />Attorney, Roger Wiley, it had been decided that the Daily Progress is <br />entitled under the Freedom of Information Act to obtain such a listing <br />(of all utility customers). <br /> Dr. Hall asked for what purpose is the list to be used. <br /> Mr. Hendrix replied, stating the list is to be used to mail adver- <br />tising. <br /> Mr. A1 Garrett, Chairman of the Charlottesville Development Group, <br />stated that by law the group is required to report to Council annually. <br /> <br /> <br />
