STAFF REPORT: <br />PROPOSED HIGH <br />SCHOOL ATHLETIC <br />FIELD <br /> <br />STAFF REPORT: <br />GREENBRIER PARK <br />PEDESTRIAN BRIDGE <br /> <br /> Mr. Garrett outlined the report previously submitted to Council. Mr. <br /> <br /> Garrett continued, highlighting the group's active involvement in the <br /> <br /> Vinegar Hill Hotel and Conference Center, the General Services Administration <br /> Project (Federal Building) and the Central Place Development. He also <br /> stated that the success of the program conceived by the CDG to provide <br /> tax-exempt financing for rehabilitation projects is evident throughout <br /> the target area. Mr. Garrett continued, saying that since the future of <br /> tax-exempt bonds is uncertain, a committee sponsored by the CDB is being <br /> formed to examine the feasibility of a commercial loan Frogram in Charlottes- <br /> ville to attempt to maintain the momentum already established. Charlottesville <br /> has employers who are stable enough to survive recessionary times, continued <br /> Mr. Garrett. However, there still remains a disturbing percentage of the <br /> area labor force that is un'employed or under-employed. He reported that <br /> the group believes that it can better serve the unemployed and under,employed <br /> by directing its efforts toward recruiting new business and industry that <br /> ne~d the existing skills or developable skills of this segment of the work <br /> force. <br /> <br /> Dr. Hall commended the group for its efforts in maintaining a balance <br /> <br /> of employment. <br /> <br /> Mayor Buck complimented the group's report and stressed that emphasis <br /> should be applied to the employment situation. <br /> <br /> Mrs. Gleason emphasized the idea of the group working with Piedmont <br />Virginia Community College and trying to establish programs in the areas <br />needed. <br /> <br /> Cole Hendrix stated that the Public Works Department nas to submit <br /> <br /> the site plan to the Albemarle County Planning Commission after Council's <br /> review. <br /> <br /> John Berberich, Director of Public Works, made the presentation, <br /> explaining the overview of the site plan. <br /> <br /> Mr. Buck stated that he is opposed to the fence around the football, <br /> lacross and soccer field~, because it limits practice space. <br /> <br /> Mr. Berberich stated that the fence is essential because of the <br /> <br />difference in elevation between that field and the softball field. <br /> <br /> Joseph Mooney, a member of the School Board, explained that the <br /> <br />proposal has not been brought before the entire School Board, but only <br />before the Coordinating Committee and Council. Mr. Mooney's concerns <br />were that the plan has not been given enough public consideration. Mr. <br />Mooney stated tha~ he is against using cement or stone at the light towers <br />and also questioned the necessity of lighting for only five or six games <br />per year. Mr. Mooney suggested more public input is needed. He also <br />suggested the possibility of moving too fast With the plans for the field(s). <br /> <br /> Mr. Buck stated that Council's approval does not supersede that of <br /> <br />the School Board. He continued, explaining that deadlines are important. <br />(Bids have to be taken and seed has to be sewn by August or September or <br />a whole year is lost.) <br /> <br /> Mr. Hendrix made reference to a report previously submitted to Council <br />which entailed the bid tabulation for replacing the b~idge in Greenbrier <br />Park. Mr. Hendri× stated that a steel bridge with a wood deck is being <br />recommended. <br /> <br /> <br />
